We the Owners of the Red Hat Society, in order to form a more perfect League, establish historical truths, pervade ideals that defend the honor of Fantasy Football, uphold traditions, ensure accountability for the injustices of Owners, and protect against all enemies internal and external to the League that may challenge either the integrity of the Owners or of the League itself, do ordain and establish this League Charter for the Red Hat Society Fantasy Football League.
Section 1. All legislative powers herein granted shall be vested in the Owners Congress of the Red Hat Society, which shall be comprised of all Owners with at least four consecutive years of ownership within the Red Hat Society Fantasy Football League. The purpose and function of the Owners Congress is to establish Owner voting privileges, as outlined within this Charter, and bring forth new legislative matters for the League.
Section 2. The Red Hat Society Fantasy Football League shall be governed by a Commissioner and optionally a co-Commissioner, the positions of which entitle those Owners holding said titles to governance of League matters during the active Fantasy Football League season.
Section 3. The position of Commissioner has no term limit. Active Commissioners must resign from their post as Commissioner, or be removed by a unanimous vote from the Owners Congress; in the event the active Commissioner is a member of the Owner's Congress, the Commissioner will have no vote in this matter. A new Commissioner must receive a two-thirds vote approval from the Owners Congress in order to be appointed to the position.
Section 4. The position of Co-Commissioner has no term limit. Co-Commissioners are to be appointed by the current Commissioner on an annual basis.
Section 1. In advance of every Fantasy Football season, the Owners Congress shall exclusively meet at the Owners Summit, where the Annual League Vote will commence. Owners a part of the Congress not physically in attendance at the Owners Summit will have the option to vote virtually or by proxy. All Owners within the Owners Congress maintain the option to abstain from any and all League voting matters.
Section 2. The Annual League Vote will consist of voting on the following legislative matters as defined within this Charter: renewal or discarding of Ownership invitations for Owners under review; extension of new Ownership invitations; sustainment or modification of league settings; any other proposed legislation brought to the Owners Summit.
Section 3. A two-thirds in favor of vote will be required for a vote to pass within the Owners Congress.
Section 1. The integrity of the Red Hat Society Fantasy Football League shall be maintained and exemplified by its Owners. An annual review of designated Owners will occur to ensure the understood standards of excellence set forth by the League are being pursued and met by all Owners.
Section 2. All Owners holding a status of one of the following criteria will automatically be up for review: a first-year Owner who earned less than four wins during the Fantasy regular season; any Owner who earned less than four wins during two consecutive Fantasy regular seasons; any Owner who does not field a full starting lineup, unless advertently done so by the Owner for strategy purposes; any Owner who plays a starting lineup with a player on a Bye, unless advertently done by the Owner for strategy purposes; any Owner who plays a starting lineup with an injured player that has been scratched from the NFL game, unless last-minute scratches prevent the Owner from knowing said information; any Owner who participates in collusion of any sorts, as defined by the Owners Congress during the annual Owners Summit.
Section 3. In the event additional Owners are necessary to fill the League, Candidates will be brought to the Owners Summit in name only, where new Owner invitations will be discussed and voted on.
Section 1. Sustainment of all existing Red Hat Society Fantasy Football League settings from the previous Fantasy Football season or any proposed modifications to League settings will be subjected to vote.
Section 2. The following League settings are subjected to annual review: number of teams making up the League; roster sizes; starting roster positions; scoring; League buy-in amount; League payouts.
Section 3. Payment and payout methods may be set by the Commissioner (or the party managing League finances, appointed by the current Commissioner or sustained from a previous Commissioner administration) for the current league year. Such payment and payout methods must be communicated to League members prior to or at the draft. All Owners must follow the set methods for that fantasy year.
Section 1. League records for the Red Hat Society Fantasy Football League shall recognize 2011 as the inaugural year of the League.
Section 1. The Owners Congress, whenever two-thirds of the Congress deem it necessary, shall propose and accept Amendments to this Charter, which shall be valid to all intents and purposes, as part of this Charter.
